Javed Ghani as Chairman FBR is the news of the moment. Since the Imran Khan led PTI government took charge, this is the fourth change in the FBR amid ambitious tax collection targets. Government of Pakistan replaces Nausheen Javed and announces appointment of Javed Ghani as Chairman FBR.
Government of Pakistan assigned Muhammad Javed Ghani, additional charge of Chairman Federal Board of Revenue. Notification was issued by Establishment Division was issued earlier yesterday over appointment of Javed Ghani as Chairman FBR for a period of three months.
The Notification stated that the Govt. has assigned him additional charge as Chairperson FBR for a period of three months or till the posting of a regular chairman FBR whichever is earlier.
Muhammad Javed Ghani is BPS-22 officer of Pakistan Customs who was serving as member of FBR. There are news circulating on social media particularly Twitter That the move should be seen in context of Supreme Court directives of inquiry against illegal assets of Mrs. Serena Isa wife of Mr. Justice Qazi Faez Isa.
Muhammad Javed Ghani has been known as he lacks power to make independent decisions and government may be in win-win situation as they might get inquiry done in the way they want against Mrs. Serena Isa. This chairman might help them in progress over the long awaited FBR reforms.
There were other names under consideration for this post and some of them were too close with the power circles in Prime Minister Office. Federal Cabinet approved Muhammad Javed Ghani’s appointment for the position. Moreover, Advisor of PM on Institutional Reforms (ex Governor SBP) Mr. Ishrat Hussain has condcucted few meetings last year with higher management of FBR. Government was resisted by FBR and Pakistan Customs over Pakistan Raises Revenue Program (PRR Program of the World Bank) last year. Governement has finally ordered FBR to work on it few days ago and Mr. Javed Ghani was appointed on the other day.
